A driver's license is a legal document issued by the state. It expresses a persons capability to operate a motorized vehicle, such as a motorcycle, car, truck or a bus, on a public roadway. No person shall drive a motor vehicle in any public place unless he holds an effective Driving License issued by a licensing Authority authorizing him to drive vehicle of that particular category.

A duplicate driving license is nothing but a fresh driving license issued on the request of the card holder stating that the original license is been stolen, lost or is been damaged. It will have the same validity and features as of your old/original driving license. The license holder will have to prove in front of the concerned authorities that the original license is stolen, lost or is damaged to be eligible to get a new license.

Recently i lost my wallet and with that lost debit/credit cards and my driving license.. I could easily block cards, and apply for new debit cards.. The hardest part was, what will happen to my DL..The easiest way to deal with RTO is through agents.. So decided to contact a driving school near my house.. The driving school guy told me that, we need to apply for a duplicate DL and asked me to come with two passport photographs.
My DL was issued by RTO Jayanagar, and the driving school is in some other part of Bangalore. So when i went to driving school that guy said he cant get this work done, but assured that he can help me do this by myself..
First, he asked me to file a police complaint, and get notarized affidavit for loss of DL from Indiranagar BDA complex (the charges he told will be Rs 100/-).
To file a police complaint, I went Halasoor police station, with few plain papers to write complaint. The guy in police station, took all plain sheets, asked me details and started writing complaint on my behalf. After writing complaint, he asked me to make a copy of complaint in a near by shop.
While searching for a shop to make copy of complaint, saw some shops on other side of road which had notory service board. I thought of getting the notarized affidavit there.. But they were charging Rs.200/-. Came down to 175/- after negotiation. I did not get the affidavit there as i could get the same for 100/- in Indiranagar.
After searching for some distance, found a xerox shop. Made the copy of complaint and also bought some plain sheets (as one I got from home was taken by that police guy). Went back to police station, the police guy put the seal, signed the complaint, and gave a acknowledgment slip, and demanded money for getting everything done. There was a board right on top of his head saying don't give money for complaints. First i gave 100/-, but he demanded more money. He saw the plain sheets in my hand and asked me to give those also. :) After lot of negotiation talks, gave another 100/-. & left from there.
From police station, went to BDA complex for affidavit. There were many typing shops who do this. Paid Rs.100/- in one of shops and got notarized affidavit.
With two documents went back to driving school guy. He asked me to goto Jayanagar RTO any day in morning (as they close by 1:30), get few forms, pay the fee for DL.
Next day i went to RTO office. I asked steps for getting duplicate DL to a office person there. That lady showed me a counter, where i can get form 1 and form 7, fill them, pay 225/- in cash counter and get the signature from superintendent there.
I went to form counter to get form 1 & 7, but they said I should buy it from shop in first floor. Went to first floor and bought forms for Rs.2 each, filled them, paid Rs.225/- in cash counter.
Went to superintendent with all docs pinned. That guy asked me to get a post envelope with Rs.25/- stamp and my address written on it, for posting DL. A guy outside was selling the same for Rs.40/-. Bought it, pinned envelope with all forms and went back to superintendent. He signed the form and asked me to goto some higher officer for signature. After getting signature, i was asked to goto photo counter, where they took my thumb impression, signature on a digital pad and photograph. Everything was computerized.
Finally, gave all the documents at "inward counter". They gave a acknowledgment receipt and said i will get the DL in next 15 days by post... All this RTO office business was finished in an hour. I was very much surprised the way everything worked. All govt offices are not that bad.. I felt, we must just walk in and try once before going to agents..
Happily walked out of RTO office..
